The Minutes of the Council held on the 4th July are read and confirmed.
The Governor states that he has summoned the Council to take into consideration the charges of malversation of Office which had been preferred against Mr. Francis Alfred Cooper, late Paymaster of the Police Fund, as shown on the Paper which had been already circulated amongst Members, and which His Excellency now lays on the Table, comprising: (1) The Audit Queries of the 3rd June, from Mr. Deane, Captain Superintendent of Police, with the replies thereto of the 1st and 3rd July, 1872. (2) The Charge preferred against Mr. Cooper calling on him in writing on the 12th July for his defence. (3) Additional explanations from Mr. Cooper dated the 15th and 20th July, with remarks thereon from Mr. Deane, Captain Superintendent of Police.
These Papers are read and considered.
His Excellency states that from a careful perusal of them, he gathers the following facts: "That Mr. Cooper, late Paymaster of Police, omitted to enter and give credit in his accounts for a sum of 30 Dollars, received by him in that capacity, that he failed to pay that...
